Josette Sheeran, Executive Director of the World Food Programme (WFP), made a Statement at the Inaugural Ceremony of IFAD’s Governing Council in the Palazzo dei Congressi, Rome, on the 13th February 2008, she talked about the "perfect storm" of challenges which may be forming made worse by rising food and oil prices.

The UN Development Programme (UNDP) published the Human Development Report 2007/2008 in November 2007.  The UNDP states that "there is a window of opportunity for avoiding the most damaging climate change impacts, but that window is closing: the world has less than a decade to change course."
